Advanced Red Teaming (ART): What is it and who is it for?
In April 2024, De Nederlandsche Bank (DNB) launched the Advanced Red Teaming (ART) program. This initiative was designed in collaboration with the Dutch government for smaller financial institutions such as banks, insurers, and pension funds. ART allows these organizations to test their digital security in a controlled environment, similar to the existing TIBER-NL program, but with a lighter and more flexible setup.
What is ART-NL?
While TIBER-NL focuses on institutions within the core financial infrastructure, such as large banks, payment institutions, and the largest pension administrators and insurers, ART-NL offers a lighter, modular approach. This makes ART ideal for organizations that are important to the Netherlands but do not belong to the core institutions due to their size. Like TIBER, ART is also conducted by hacking systems in a controlled setting.
The security test is conducted by a cybersecurity organization while the institution is guided by DNB test managers. The program gives institutions the opportunity to test their resilience against current threats but in a way that better aligns with their specific needs and budgets.
Differences between ART and TIBER
Target Audience: TIBER focuses on core institutions within the financial sector. ART is intended for smaller institutions.
Flexibility: ART offers institutions the ability to choose which parts of the test are conducted. This modular design allows the test to be tailored to learning objectives, threat levels, and budgetary constraints.
Focus: TIBER tests typically include simulations of an attack on systems, processes, and people. ART gives institutions more freedom to test specific aspects.
Who is ART suitable for?
ART is designed for financial institutions that are not subject to the TIBER obligation but still play a crucial role in the Dutch economy and society. Additionally, thanks to its modular structure, the ART framework is also applicable in other vital sectors such as healthcare, telecom, and energy.
